Which energy-efficiency actions generate CAE and how the official catalogue of standardised datasheets works.

Which actions generate CAE and where is the catalogue?
Those included in the catalogue of standardised measures (Orden TED/845/2023 and its updates by resolution), published on MITECO's CAE System website and structured by sector (residential, industry, transport, services, agriculture…).
Standardised vs. non-standard?
Standardised: a replicable action with a datasheet in the catalogue and a predefined calculation formula. Non-standard: any other action with demonstrable savings, requiring a supporting report and its own calculation methodology (Orden TED/815/2023, ch. V).
Does an air-source heat pump generate CAE?
Yes, replacing heating/DHW systems with a heat pump is one of the flagship actions in the catalogue for the residential sector. The saving depends on the climate zone, the demand and the equipment's SCOP.
How much saving does replacing a boiler with an air-source heat pump generate?
As a rough guide, a single-family home in climate zone D that replaces an oil boiler can certify on the order of 7,000–12,000 kWh per year, depending on floor area, demand and SCOP. Each case is calculated with the formula of the corresponding datasheet.
Do windows and insulation generate CAE?
Yes, improving the thermal envelope (insulation, replacement of openings/windows) has datasheets in the residential and tertiary sectors.
Is LED lighting eligible?
Yes, upgrading indoor/outdoor lighting to LED is one of the most-used datasheets among companies and public administrations.
Do self-consumption solar panels generate CAE?
Photovoltaics as renewable generation, on its own, is not a final energy saving (it does not reduce consumption, it shifts its source). Associated efficiency elements or thermal actions can be eligible (e.g. solar thermal/DHW depending on the applicable datasheet). It is worth checking the current catalogue for the specific case.
Does an EV charging point generate CAE?
The transport datasheets cover efficient-mobility actions, including electrification (e.g. purchasing an electric vehicle). For mobility, the application is submitted in the CCAA of the original saving owner's address.
Is high-efficiency air conditioning eligible?
Yes, replacing HVAC equipment with higher-efficiency units is covered by the catalogue, provided the datasheet's minimum technical requirements are met (class, SCOP/SEER).
How are the kWh of saving for each datasheet calculated?
Each datasheet includes a regulated formula with its parameters (climate zone, power, efficiencies, hours of use, floor area…). The calculation is objective and replicable; it is not a free estimate.
What if my action is not in the catalogue?
It can be processed as a non-standard action, with its own savings justification, and you can even voluntarily request a prior assessment ("pre-verification") from the National Coordinator if the expected saving exceeds 1 GWh (Orden TED/815/2023, arts. 24-25).
How often is the catalogue updated?
Periodically, through a resolution of the Directorate-General for Energy Planning and Coordination, to add, modify or remove datasheets. Any interested party can propose new datasheets through the channels published on MITECO's website. In addition, a datasheet classified in one sector can be used in another: the classification is only statistical.
